ESSA Designation THINGS TO DO




1.  SAMIs, Action Plan Questions, and Action Plan tables are due May 15.  After buildings have submitted, the district must review and submit before June 7 to get the official "District Approved-Complete, State Received" status.
2.  Targeted and Comprehensive buildings must complete the Data Review.  The state is tracking who is completing this through AEApdonline.  Teams must hit the "Mark Module Complete" for compliance to have been met.  
3. Districts need to also to complete the Resource Review.  This is to be kept on file in district and is not submitted to the state.  
4.  As you begin talking about PD next year,  think about incorporating your ESSA/DA work in these days.  There are several great online modules teachers could engage in to create a strong foundation of MTSS implementation

Submitting Your ESSA Action Plans

A reminder as buildings with ESSA Designations work at submitting their Action Plan Tables



The submit button for your building’s ESSA Action Plan Table in CASA is now available.

The Action Plan Table must be submitted by the building to the district for approval no later than May 15th.
A separate communication will be sent to the district office before the end of next week explaining the approval process.
Please note that the SAMI is to be completed BEFORE the action planning processIf the SAMI has not yet been completed by your building, please make sure that is done prior to working through the action planning process. Information about SAMI completion is on the ESSA Supports Site.
Additional Requirements and Due Dates
  • District Resource Review.  This needs to be completed by the end of the year. This is a word or excel document (See ESSA Supports Site -Resource Review). The review needs to be kept on file at the district, and though this is required to be completed at the district level, we would encourage districts to share results across schools;
  • ESSA Data Review. This needs to be completed before developing the Action Plan. This is an online module (See ESSA Supports Site ESSA Data Review);
  • Action Plan 2019-20 and 2020-21.  This is a dynamic plan that should be used and therefore may be modified throughout the remaining 2 years. Notification will be sent out when the Action Plan Table is reopened for the 2019-20 school year.

Ensuring 100% Participation in the Conditions for Learning Survey


Knowing that the Conditions for Learning survey accounts for 5% of your ESSA Designation,  making sure students are completing the survey is easy to monitor.  Special thanks to Courtney Clement from the Iowa Department of Education for best explaining how to do this:

Once in I-STAR, from the 'Dashboards' drop down menu select 'CFL' and 'CFL Response Rate Dashboard'. The dashboard will not display data until surveys have been entered. Once surveys are entered, the dashboard will update in near real-time to show the overall percent complete and percent complete by grade level. The survey does not collect any information that could be traced back to any individual student, so schools are encouraged to keep their own record of students that have or have not taken the survey. 

Optimal participation would be as close to 100% as possible across all applicable grade levels to hear from all student voices. However, at least 50% of the building enrollment (of grades 3-12 as applicable) needs to participate to have sufficient data for a score on the Conditions for Learning measure.

TLC End of the Year Reporting

It's that time of the year again...time to complete your Teacher Leadership & Compensation End of the Year Reporting.  The information below was taken from the Iowa Department of Education website. In a brief overview of this information, I believe the biggest change is that the reporting tool will no longer be through Survey Monkey.   The TLC Reporting Application will be accessed through the Iowa Educational Portal.  (Slide 14)
  • The new application will have a user-friendly interface.
  • The reporting page will have access to all District past End of the Year Reports.
  • Early summer, the same application will house District TLC plans, and will allow for plan change requests.
  • Districts will be able to record their current plan on this page.
  • Once the plans are housed on the site, user will have the opportunity to update their plans with approved changes.
  • Stay tuned for additional information coming from the Iowa Department of Education.


Each school district is asked to file an End of Year Report. This report serves as an opportunity for districts to reflect on their progress toward the vision and goals of their TLC plan. For the State of Iowa and the Department it serves as one method of accountability for a significant investment of state funds. For the Department it also serves as an opportunity to track progress toward locally-determined TLC goals aligned to the state goals, to monitor trends, and identify supports for districts. End of Year Reports for 2018-2019 will have the same content as last year. Districts will report progress on their local goal aligned to the state goals of: Attract and Retain, Collaboration, Professional Growth and Student Achievement.
